Courts can, and have, overridden contract terms as a result of a change of circumstances between the parties. Whether they will in this instance remains to be seen but the take of 1 lawyer, who sides with the anti-parent's-rights Left, isn't solely authorative on the subject.
I said it somewhere else that the bonds might require a court to sort out whether they're really corporate bonds masquerading as gov bonds or are actually gov issued (via RCID). Fla can also pass a law which nullifies the restrictions for redemption or other ways to get around the problems.
Then of course there's the option of severance, which would remove the restrictive clauses due to "impossibility" now that the RCID no longer exists.
There are lots of ways to get around the bond issuance problems but it will take a court to sort them out.
