Sounds like an excuse for shitty training and command of regular forces. Putin has 70% of his regular army in Ukraine, they couldn't all be "conscripts." We sent hundreds of thousands of draftees into combat in WWII, as did all countries involved. There may be a large number of unseasoned Russian troops in the field in Ukraine but that doesn't explain their lack of training and leadership. The Russians haven't spent 20 years at war. I think it's a lack training, equipment, and leadership. Note that Putin has fired 8 generals in the last couple of weeks and has had several of his top commanders killed in the field. Unlike Western armies, they don't have a professional NCO role. Their soldiers are three-year conscripts and those in their third year consider themselves the elite and above basic duties.
