As well it should have. No bill was written, it's just an outline now with no details but Schumer made a pass at pushing a 'no bill' through the senate. Interestingly enough at the very last instant Schumer changed his vote from a "Yes" to a "No." A senate procedural tactic that will allow him to bring up the legislation at a later date.

The vote was on opening the issue to debate. Why isn't that something to do before the bill is written?

Doesn't matter, though. What it does is show the voters that the Republicans aren't going to do the nation's necessary business. Ergo, not voting round, the deadbeat Republicans can just be dumped.
