anyway i'm waiting in line a few days ago to pay for my little bundle of cheap cookies and cleaning products and a brotha walks in, goes to the coolers in front of the register grabs a coke, cracks it open and guzzles it down. Then he reaches back in, grabs a few more and walks right out.

You just did not just stand there and let it happen, because that is what bullies of every type count on, people not doing a thing to their selfish acts. All it takes is for someone to say, "Hey, you paying for that", and they will be shamed from trying it again.
