So it was the state supreme court not the AG who stopped those illegal votes from being counted.

Preventing the sending of the applications/notices is suppression.

Requesting an application is one on one voter responsibility not state government responsibility. Requesting an application is just that, an application, it's a request for special dispensation from normal voting access and not a substitution for voting in general.
