School board members are not teachers, yet another idiotic post.
School board members are elected officials usually who are climbing the political ladder(often) into local and then often state or federal govt.

They predominantly represent the administration, which is also not teachers and not unionized.

Teachers are educated, often with Masters or higher degrees, unionized and at odds with both the above groups.
