Trump is gonna let it ride...no closures and no real emphasis on masks and social spacing..."and slow the testing down please." Trump's words.

Biden would reinstitute closures and make mask wear mandatory. Testing is key to getting an handle on the problem. Biden would ramp this way up. Data driven decision work. Otherwise it's just guessing.

low rates mean cases are better able to be tested, treated, hospitalised if necessary, quarantined without closing down too many businesses, and contact-traced for the necessary follow-through (testing, quarantining, treating, what have you), all without overloading the systems and damaging the economy more than it has to be.
