Did ABC just broadcast a topless woman?

I caught this on the U.S. ABC World News Tonight on 6/30/2020 at 5:30 PM/1730 CDT. It was part of the lead stories, specifically a story about the EU requiring a 14 quarantine for U.S. visitors. I replayed this part of the news and took two pictures, one with much of the screen and one closer in. The attachment is a screen snip of the closer in picture, limited by how large a file I could upload into the post.

I couldn't find any discussion via a Google search. Am I just seeing things, or is this woman broadcast on national news in the U.S. actually topless?

It's common on European beaches and mostly legal except areas where it is specifically noted otherwise, and tend to be socially permissible even there. E.g. nobody would complain, or point out or even much notice. The American outrage over nipple is baffling for us.

Today around 11 AM in Riga Old Town (it's the very center & tourist zone) police patrol spotted on the street a blood covered completely naked young woman with a knife. She was detained "for questioning". Subsequently, in a nearby appartment a man "with obvious injuries" was found. Further investigation is underway.
