When out and about I often see women wearing low cut tops, or showing lots of cleavage, and often with their breats bursting out of their tiny tight tops, all manner of women, all shapes and sizes, my question, is it their intention to show off? and do they want guys to look at them, I know that there is no definative answer, I am just seeking feedback from others.

I've had similar questions. When a woman complains that guys ogle their breasts, it seems that instead of wearing blouses/dresses with plunging necklines or too tight tops, they'd wear something more modest.

Of course guys are interested in breasts, and when they are on public display, why shouldn't they take advantage of the show? That's my two cents worth.

Being a woman who likes to wear lower tops, I dont deliberately do so to get them to look. I just like them. HOWEVER, I would never be offended by a man looking. If that were the case, I'd button up. If a woman wants to complain about a guy looking, it's not that hard to wear something just a tad modest. Doesnt mean it has to be up to your neck.

So is it okay to stare?
