I've read about the emotional support animal thing, didn't someone insist on taking a turkey on a flight?
I really don't mind well-behaved dogs under the table in restaurants - that seems like it would only be a health risk to the owner if they're touching it.
I will say, though, yesterday in a café at lunchtime there was a couple with one of those little white dogs with its fringe tied in a bow, sitting on their laps in turn. And the guy was picking crud out of its eyes with his fingernails. And then his lunch came and he ate it with his fingers without even going to wash his hands first
Yuck.
I've left restaurants I've entered that were unkept or unsanitary and have no doubt that I'd have left the one you described. That's just absurd to do something like that in a public restaurant in view of others. Then to eat without washing your hands is appalling. People are so strange with their pets.
