The closest it gets is is that Trump "almost" tried to obstruct justice.

The part where the D's fail is where the report also says that the reason they couldn't make a call, other than the DOJ interpretation that one cannot indict a sitting President, is because there are 2 sets of data points for each "almost" attempt - 1 set which indicates possibly criminal behavior and 1 set which doesn't.

The part that most don't get, because it's a legal maxim, is that in any situation where there are equally competing sets of possibilities, the interpretation most favorable to the defendant is the one which MUST be used.

When that maxim is applied to the 2 sets of possibilities regarding Trump's acts which Mueller uncovered; the set of possibilities which point to legal acts are the ones which we are duty bound to apply to Trump's behavior and the other set discarded unless additional evidence is found. At this point there is no additional evidence.

Thus, there were no crimes committed by Trump. There are no crimes "laid out" in the report. There are acts which may or may not be criminal in nature, but under the rules of our society, one cannot claim there were crimes committed absent additional proof.

During a press conference Thursday, Attorney General William Barr emphasized that it is not criminal for someone to disseminate stolen information as long as they did not help steal it. “The Special Counsel’s report did not find that any person associated with the Trump campaign illegally participated in the dissemination” of hacked materials, he said.

But even if the various quests for Clinton’s emails weren’t criminal, Mueller’s report depicted an almost mad-cap plot in which Trump campaign associates worked for months to get the public to see stolen information, often acting in a parallel timeline to similar efforts by the Russians.


BUT...

Efforts to find the emails began in earnest after July 27, 1016, when Trump appeared to suggest during a televised news conference that Russia should hack Clinton. “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing,” he said.

Trump later told Mueller that statement was made “in jest and sarcastically,” but Flynn found people that took the Republican candidate’s exhortation seriously, according to the report.
