First of all, Congress doesn't decide articles of impeachment, only the House of Representatives is constitutionally charged with that duty.

Second, the House cannot constitutionally decide an impeachable offense is whatever its majority may believe, as the Constitution specifically states that only for "treason, bribery, or other high crimes and misdemeanors" may "The President, Vice President, and all civil officers of the United States" be impeached by the House and then removed from office by a two-thirds majority of the Senate.

What matters is that the "high crimes and misdemeanors" are left undefined. Anything illegal would do. The House can constitutionally -- and plausibly -- impeach Trump on grounds of obstruction of justice for firing Comey.
