She wrote the letter, she sent it to a US Senator in order to ruin a man's life but doesn't want to come forward. There are no other witnesses that support her version of events, unless she wants to change her story again. First it was four people, now it's two people. She can't remember the time or place of the event, does somebody else, who?

She’s not refusing to testify, she is asking for an investigation, just as they did in Hill’s case. You keep saying there are no other witnesses, but there are. Her friends, family, therapist and others that have been named. They should all be questioned by professional investigators.
