I used to host my pics on photobucket but they've started charging (and deleted a lot of my old pics for being too explicit, oops). Where would you recommend?

I've haven't had any issues with them. they must not enforce their rules

They seem to be fine as long as you mark them private and not for public listing on the site.
If an image shows up on the public side it will be removed in seconds.

I would not get to committed to Imgur. I see them going to a paid model before too long. Or being assimilated by a bigger entity that is already a paid model.

Imgur's rules are only applicable to publicly posted pictures. If you create an actual account you can select the option to upload to your own private stash. This will also allow you to do editing, resizing, ect. And I find it easier to use because you're able to post here with BBcode to show the picture as well as link it.

Editing should be done off line, before uploading.

IrfanView does well. There are others also.
