The Paris agreement is not doomed to failure because of anything that Obama did. At best his actions may have given Trump the excuse to give notice of USA withdrawal from the accord, but that in itself will not lead to the failure of the accord. Others will assume the leadership role as the USA takes it's lonely stroll into isolationism.
It's a little arrogant to assume that USA withdrawal will automatically cause failure.
