You believe it. Hillary didn't believe it, she excoriated Trump for saying he wouldn't accept the results of the election, saying his refusal in doing so threatened the sanctity of our election process. So the day before the election she didn't believe the stories about Russian hacking being circulating by the media. She only "believed" it when she lost and decided to pick up the meme in order to avoid criticism of her own incompetence.
