It's not illegal. Obama could be a balla and just pay out of pocket. The only thing Congress actually did was deny him use of Federal Funding to transport them to the United States.

If it's illegal to transfer a prisoner from GTMO to the US then it would be illegal to transfer a prisoner to the US from any other US naval base located outside the US, such as NAS Sigonella. Is that illegal? If it is, what law makes it illegal?
