Donald Trump once bragged that he never carries a briefcase.

He was ignoring the parade of klingons trailing behind him with briefcases.

Graham and MCain are the same.

They have "people" to do the yeoman's work.

Well, yes, and to a certain extent that's a sensible division of labor when you get to the top of a management chain. It can go beyond the sensible, though.

And this concept extends to doing all that research on and devising a vote on a bill in Congress too. Anyone who thinks a senator does all that him/herself--or possibly could--is a bit naive on the workings of and demands on a member of Congress. They have staff to collect on, digest, and formulate responses (hopefully in keeping with the senator's persona and constituency) because they have to to cover the waterfront.
