Could that video/guidance to local law enforcement have been put out because of outside influences flooding the streets of Ferguson, MS and they want to make sure the actual community, (you know, the people that live there but aren't ACTUALLY rioting) are taken care of during this time of distress?

That's come pretty good logic... And by thinking in such a way, let us argue this.

8.6% of the U.S. population are convicted felons. I know, it's slightly lower than the 10% of Ferguson that are taking part in criminal activities but still gives us a good basis since they are only 1.4% apart (give or take of course). Does this mean that all American adults should be treated as if we have committed felonies?

My mother taught me that one bad apple doesn't spoil the whole bunch... My 9 years in the Army taught me you can't punish the whole for the actions of a few. That's that fascist and communist societies do.
