I would expect intentional to be pretty rare for most women, for some of the reasons people have listed on this thread. If you start catching a man's eye and then flashing upskirt peeks for him, he's probably going to take that as an invitation to strike up a conversation. I think the much more common thing is to wear something tight, short and more revealing just in general, knowing that it's going to naturally cause some good looks for the casual observer.
And like I said, always fun to see that when out and about on the town. I love my city in the summer!
