I had an idea several weeks back after watching Sin City, about a suitably depraved dystopian metropolis, combined with the quirkiness of Golden Age street-level superheroes. I call it Vector City. It's your typical Gotham-esque industrial mecca situated "somewhere" on the east coast of the USA, where the mayor is a puppet figure, cops are crooked, politicians are corrupt, and organized crime runs everything.
Basically, the idea would revolve around street-level vigilantes (with or without masks) with some superhuman abilities, quirky gadgets, and really off-the-wall scientifically implausible background stories as to how they became vigilantes. You know . . . "Billy Budd was struck by lightning while transporting a vat of radioactive waste. When he awoke, he found that his skin was as hard as rock. Thus was born The Gargoyle Man."
I figure there would be a ton of angles with an idea like this, so why not make it a shared universe of stories? They wouldn't have to go into Chain Stories, as each story or series would pretty much stand alone, just take place in Vector City. Depending on subject matter, they could be Sci-Fi/Fantasy, Nonhuman, Erotic Horror, or Non-Con, as examples (Mind Control would probably be another possibility).
As events progress in one story, they could be referred to in others. For instance, say in my story the district attorney is blackmailed by a sex scandal and he ultimately commits suicide. Someone else could pick up on that and introduce a new DA. We could even have cameo appearances of other authors' vigilantes, or do cross-overs.
Naturally, we would probably want to post updates in this or another thread (maybe on the AH) to avoid stepping on one another's toes.
The only "rules" would be that no one writes anything that would drastically alter Vector City itself (like detonating a nuke under the mayor's desk). I'd also suggest having a shared title for all the stories, something like . . .

. . . to maintain a sense of continuity. Beyond that, we do what we want.
