Here in the Metro DC area, each jurisdiction has ordinances that require home owners to shovel the snow from the public sidewalk fronting their property. Usually it's within 6 hours of the end of the snow, my county (MoCo) requires it within 24 hours.

Now Johnnyville has no sidewalks, but I still wonder how the county/city can require someone to shovel a sidewalk they don't own.

I wish I had a sidewalk so I could not shovel it. Then I'd call the cops on myself so I could get my day in court, then take the issue all the way to the Supreme Court!
