Not back then they didn't, there were almost no laws regarding online activities.
I knew one of the people involved in drafting some of it and they didn't even start really working on it until mid 1980's and that was all commerce stuff.
I have no idea how programmers learn the cool stuff these days, everything from back then is now a felony.
Most people couldn't even get online, very few people had access to computers. It was a very smart, very sharp community. It was assumed only an intelligent adult would gain access or at least gain an "in" into the more adult content. Everybody thought that their filtering process was sufficient to detect the kids.
However, there were at least seven kids who confessed their age to me and everybody else thought they were adults.
