My local paper features a blog for reader comments. Until recently the blog had a moderator to keep things in hand but the paper fired her and created a KILL button readers use to delete whatever offends them

Consequently posts dont last long, and the paper is forced to disable the KILL button to keep any comments at all. But to disable the KILL button they must disable new comments.

It supports my contention that almost anything pisses someone, somewhere, off. We should add a KILL button here!

That's a pretty dumb way to do it. It supports my contention that many internet techs can't understand the human interface.

craiglist.org forums have an interesting system that works pretty well.

Many of the forums are anonymous, no registration required. There's a lot of contention and controversy, and also plenty of contentless trolling. There are two things the posters can do; assign plus or minus numbers to the post, which gives their opinion about the post without having to add another post to say so-- the rating is accumulative, so you'll see red and green numbers denoting general approval or disapproval.

And there is a way to report something that's really egregious. It takes a number of reports to trigger a the moderator's attention, and the algorithm is a source of speculation. The deletions go to a "dungeon forum" and are still available to be read, although that forum is hidden from google-- and it fills pretty fast, mostly with spam of course.

Really abusive posters can be banned from the register required forums, with a large enough action from the members.
