Nothing in the article is surprising. In the weeks after Katrina, the NOPD became a strange sort of Lord of the Flies gang of lost boys. It was not until National Guard and law enforcement officers from outside the area moved in that any kind of public safety was possible.

NOPD officers set up camps all over the city and used them as warehouses for the things they looted. I would not be surprised if the elementary school mentioned in the article was one such warehouse.
