Any Vice President would have had access to considerable information in these areas, though clearly not the same as "experience" being head of state or commander in chief. Some VPs have also had strong portfolios of other experience, e.g. John Adams, Thomas Jefferson, more recently Bush I. Governors have had a good run..the whole executive branch experience thing. Interesting to see how a Senator will do in the oval office this go round.
