First of all they can call in what they need and they do have plenty on hand AND it doesn't take all the much.I don't know if Japan has the largest stockpile of plutonium or not. I know that some of it is held in foreign countries and is "civilian grade" not military grade, but that is not to say that technically any plutonium couldn't be used to build a bomb under the right conditions, technically any plutonium could be used to build a bomb under the right conditions. Should Japan decide to pursue nuclear weapons, it would very likely become China’s foremost regional target, given the significant shift in the balance of power and security dynamics in East Asia.
Secondly, Los Alamos designed, built, and tested a reactor grade Plutonium device many years ago. It wasn't as efficient as a weapons grade device but it did go boom with sufficient authority to give the National Security folks cold sweats.
