I don't know if Japan has the largest stockpile of plutonium or not. I know that some of it is held in foreign countries and is "civilian grade" not military grade, but that is not to say that technically any plutonium couldn't be used to build a bomb under the right conditions, technically any plutonium could be used to build a bomb under the right conditions. Should Japan decide to pursue nuclear weapons, it would very likely become China’s foremost regional target, given the significant shift in the balance of power and security dynamics in East Asia.

First of all they can call in what they need and they do have plenty on hand AND it doesn't take all the much.

Secondly, Los Alamos designed, built, and tested a reactor grade Plutonium device many years ago. It wasn't as efficient as a weapons grade device but it did go boom with sufficient authority to give the National Security folks cold sweats.

The USA is a very typical empire, complete with justification that it does something beneficial for the world. It did enough world policing to protect its own trade/extortion interests. Now it's decades past the peak of imperial power. The costs of being the world's bully greatly exceed the revenue, so winding that down and withdrawing from military bases is the best case scenario, better than trying to hold every inch with a military becoming less effective and losing wars against poorly armed and barely trained guerillas with the same guerilla tactics that have destroyed imperial armies since the beginning of civilization.

China tried to become an empire and misfired. It can't sustain its own population and won't be conquering anyone for a while. It still tries to swagger, but the big stick diplomacy is starting to fail as China loses its big stick.

That is China's population distribution by age and sex. There is a significant over population of males and the birth rate as virtually collapsed.
