The titillation and arousal are on the seven year old's part, which is is the premise the OP's "idea" is based on. There isn't a competent and responsible way to present that properly.
What she wants and what she gets, along with some sage father/daughter or mother/daughter advice, are two different things. The problem with too many writers here is that you can't think outside of the smut approach to every scenario. Broaden your horizons and you might see different options.

I disagree.

If what she wants isn't presented in a sexual fashion, it could be done. She could want the affection or the attention that she sees being shared between her father and mother. She could want to feel her father's whiskers on her cheek. Her father could travel a lot and always act more reserved around her than he does with her mother. Maybe she wants more affection than she has received from him previously.

My point is, drag yourself out of the gutter and consider all the possibilities of what a seven year old girl might truly desire from an emotional perspective and you might be able to write the scene without violating any rules.

Actually, I think it could be done by a competent and responsible writer.

Things would need to be presented properly. For instance, there is no rule against a father giving a kiss to his seven-year-old daughter, even on the lips. It is what that act evokes in him or other characters that makes the difference. There is no rule against two under 18 minors kissing each other either, with the caveat that the act should be presented in a non-titillating or otherwise arousing context.

I hate to think of all the possibilities for good stories that never are because it's too easy to say, "It won't fly!" The premise described by the OP doesn't appeal to me but that doesn't mean that I would discourage him from attempting his story.
