Plus, there are those "no shirt, no shoes, no service" signs which were formerly only aimed at men.

Yeah, when I lived in Ontario, Canada women were legally allowed to go topless, but none really seemed to avail of it either.

A lifetime of post-puberty admonition by the older women in your life to keep them covered up as well as the slightly later discovery of how (literally) explosive the consequence of baring them almost always is; those are tough barriers to overcome, I suppose.

I guess that the practice will stay confined to beaches in the summertime and even then, rarely, as moms in particular seem to react badly to their prepubescent children seeing ones developed to any size.
