I assume they mean that anyone may browse the stories and other pages of the site without having to sign up. Although they might be forced to change that at some point, like so many other sites that provide non-puritanical content.
When I advertise my stories on Bluesky, I always make sure to highlight that anyone can read, anyone can vote, anyone can comment. Nowadays that's a rarity.
I dunno, Lit strikes me as somewhat more restrictive on the voting and commenting front than some other big sites. They sweep votes regularly, and comments have some minimal level of filtering for bots (which might apply to votes as well). Lots of other sites seem to welcome fake engagement more than Lit does!
