The executive continues to be run by the President.
He also is responsible for utilizing laws incorrectly to enact his agenda.
For example, he has the power to deport "illegals" without emergency powers and yet has decided that he declared a fantasy emergency to do the same thing.
The court has rightfully told him that he's full of shit and now he's whining about it.
Bottom line, the only thing stopping the executive from doing their job appears to be the executive branch's incompetence
