Trump has the idea that the president can choose not to spend funds Congress has allocated.

But that would give the president a veto power that Congress cannot override even with 2/3 of both houses.

That can't be constitutional!
 
It's a matter of law since the most recent CR has been passed and signed. *chuckle*
 
The felon thinks that if he doesn't have the power to over-rule Congress and the courts, there's no point in being King Emperor.
