Watching politicians in the USA speak in public I think you should have something like this to sharpen them up. The way things are now, they'd get eaten alive if they had to cope with a real Question Time!

Seems rather like people droning on to a mostly empty chamber, reading awkwardly as they look down at their notes, then asking to "revise and extend" to fix later what they said.
