Vegas doesn't take into account that during a real, full out revolution, that some, perhaps even a majority of the military and their assets, either will not kill their fellow citizens or will join the rebel forces. No one knows, or will know, what would happen until it does happen. The PR disaster that would occur if tanks and fighter planes killed hundreds or thousands of citizens would leave long lasting wounds.

To facilitate a militia-based national defense system. Not to facilitate insurrection -- the militia was conceived as an arm of the state, not a countervailing force against it -- that is why the Constitution authorizes the president to command the militia.

Normal ammo works just fine for me because I know how to hit my target and don't need special heart-seeker ammo to get 'r done.

Besides, according to some, a regular 9mm will blow your lungs out. No one needs to blow off both arms and legs in addition to that. So that rules out specialized ammo along with AR-15's and other weapons of war.

9mm. No one needs more than that along with a really strong desire to rule the world to become Emperor of de Earf.

It also doesn't require the militia to obey POTUS nor does it require POTUS authorization for the militia to exist.
