Surely, they explained the concept of a breech when they were teaching you the basics of contract law?
Isn't any agreement only as good as the remedy available to the wronged party in the event of a breech?
That is why on-site inspections would have to be part of the agreement. Look, we're not breaking new ground here, those kinds of details were all worked out in various disarmament negotiations with the Soviets. "Trust, but verify," remember?
