Basically, as the title says, and it's likely a soft ENF (embarrassed nude female) story. Yes, there's some dissonance in those few words that needs addressing.
She's shy, because she thinks she's too skinny, and have no breasts despite them being not at all flat and having big puffy areola and glorious nipples that are seemingly always erect and so very sensitive.
She wears the little sundress because she got convinced it's the best dress ever, legendary cult designer brand tags and everything. She does look fabulous with the little whisper of cloth on despite it being too knapp to be approved as nightgown by strict dorm mistress.
And initially she does wear it as it's probably indeed intended, over a swimsuit. In fact, a very modest one piece with padded cups... she didn't expect to actually go swimming, but she did, in the heat and with the party, and then the swimsuit found it's place on the clothes line to dry. And she had nothing else to wear, but too shy to ask hostess for something, anything, what? Panties?
So yes, the dress. The top is loose, nearly straight, with little if any cups, and the spaghetti straps on the shoulders are positioned little too wide on her narrow figure, maybe adjusted a little long too, because she felt the hem would be just a little too high for modesty otherwise, even with the swimsuit underneath. There's no waistline either. The straps keep slipping, and it's a good chance a nipple would peek every time it happens on one side, if both slip at once the dress becomes a skirt, if she's sitting... or it's caught, straps hanging from her elbows, before the dres flew down her hips.
It's very light and flowy, the weather is hot but windy and they're enjoying some moderately physical outdoor activities, like ball or racket games in recreational manner. So yes, she's flashing everything...
I would like to see mostly silent, suspenseful acceptance of her fashion choice, leading to her resignation, acceptance that her nipples are on display and then, that everyone has seen all and the little adornment cloth she's almost wearing isn't always necessary either so at some point she may put it aside entirely, be it the next swim or some of the sportsy activities... perhaps on a friendly reminder by someone that she may get the purportedly expensive little rag dirty or even torn, but maybe not before she's lost it or nearly so, a time or two. And she may pick it up afterwards just to keep the game on and not be officially openly naked all the time.
