Captain Gregory Anders AKA Gander is a privateer and has captured a merchant ship and lined up the crew , walking down the line he spies a supposed cabin boy that looks very effeminate. He orders the captured crew to strip to the waist which they all do apart from the 'cabin boy'. (I wonder why?)
