I don't know, but I do know it's been attributed to many people. Like Kennedy's "Ask not what your country can do for you..." and other familiar phrases they are often paraphrases from someone else's speech. It's likely that this is the case here. It could be a paraphrase from Machiavelli's "The Prince" or Hegel's history that's been used so often that it's become part of the culture.
