XP Users? Help!!!!!

Ok, I'm only less than a week into using my new computer and all is fine, except:

I keep getting this "discussions" pop up bar at the bottom of the page. When it comes up, it fucks with my navigation. I keep closing it, but it keeps coming back.

Any answers would be greatly appreciated.
