We had an incident like this locally about 25-30 years ago. There was one guy who got a lot of publicity for returning a huge sum, but I'm pretty sure he was the only one.
I think people are more likely to keep the money if the victim is a faceless company than if it's a person you can identify (say, if you found a wallet).

Some years ago my wife lost her handbag on the subway in Tokyo, cash, cards, phone the lot. An 8 year old schoolgirl picked it up, handed it in to her teacher who in turn handed it on to the local policeman. (You find Japanese policemen on street corners in little booths all over the city.) He rang my wife to say it had been found and at the end of his shift called at our hotel and gave it to her.
She was so impressed that she contacted the girls school and called in the next day to say thank you. The response was very Japanese. They preferred that she thank the whole class because, firstly the particular girl might be embarassed to be singled out, and secondly, it would show how the youngster had honoured both her classmates and herself by enhancing their reputation.
It's no wonder that Japan is the most law abiding nation on the planet. They teach 'em social responsibilities when they are very young.

I wouldn't stop to join a frenzy of people picking up loose money. If I had found a bag with 175K in it, I would turn it over to the Lost and Found office of the local police station and count the number of days until the law would allow me to claim it.
I wouldn’t risk my life running around on a busy interstate to pick up a fraction of $175,000 of loose money. I already have more money than I can spend in my lifetime anyway.
