'Government' implies 'leaders', yet you want none, ergo you can't have "the masses" and "government" without the latter "ordering around" the former.

Who says they're in authority? Just because someone is tasked with making sure the sewerage doesn't run backwards doesn't make them an authority figure.

TBH, I'm not sure what you're proposing. Your concepts seem to be at odds with each other. The only way I can see of rationalizing what you're saying is by "the masses" sharing one collective mind.
I don't think that's happening anytime soon.
Actually, a collective voting on what's for the good of the community is more possible now than it ever has been. Instantaneous communication pretty much does away with the need for an elected assembly.
Regardless, unless administrators are empowered to effect the vote, it's all just another name for chaos.
