Yea a right-winger nut-job was the one that pushed the button itself, but the set-up was far more expansive than just one person. There are eyewitness accounts of others, some of them Iraqis providing the planning-they were the puppet-Masters, and they just got some Jack Rubies to carry it out for plausible deniability. When a big business has a job it needs done but dose not want to be associated with it themselves they contract it out to another company, which is what the Mukhabarat did with the OKC bombing.

Naturally until the government declassifies more information on the case they froze I cannot with any certainly say Iraq was responsible 100%, but from many indications it looks as though they had their fingers in on it.
