I think that I have finally worked out the difference between "discussion" and "chat."

"Chatting" is what people do when they are comfortable with each other, and a newcomer has no idea what they are talking about, and no interest in it, either.

A "discussion" is what occurs when the newcomer introduces his (or her) own topic, which is of overwhelming importance to him or her, and possibly to no one else.
