Who watches the watchers? Rating the charity rating orgs.

Now that I have a job and cash coming in, I want to start giving money to charity again. I used to give money to one faith based charity that (among other things) runs an orphanage in the Ukraine, but this time around I want to make sure my donations go to charities that are sound and ethical. I am fairly sure that my previous donations did go to a good charity, but I want to check up on the charity first.

An internet search turns up quite a number of charity rating websites and orgs, including (I think) one that rates the rating orgs, and one that sells ratings.

So, what are some of the good rating orgs? I want non-political, unbiased rating orgs that rate a charity based on how much of a donation actually goes to the intended recipients - not whether the charity matches their political or religious views.

I give money directly to the local SPCA but thats about it at the moment.
