Wow! Hard question to answer. For me it would depend on the situation. When my wife and I were dating, we both got a kick out of her riding around downtown wearing nothing but a blouse or halter top. Tough question, but I would have to say topless. I think mainly because I love how a woman's body language and energy changes when she's topless. You're seeing a different side to her, vulnerable, because her breasts are so often propped up, restrained, arranged, etc. depending on the public setting. So a topless woman just has this vulnerability to her (in my eyes), like she's not quite sure how to act or pose or whatever. It's like, well, here they are. (This would be outside of a beach setting where it's more casual.) That plus the enjoyment of seeing what I've pictured underneath, and how different women's boobs are in shape, nipple type, etc. It's like they know they're being visually enjoyed but not sure how to act or react.
