As for "they need a Project 2025 of their own", history suggests they probably don't really. In a midterm election with an unpopular president, just being from the other party is often enough. (Don't be fooled thinking the Contract With America carried the day for the Republicans in 1994, for example: most people didn't even know what the CWA was until long after the election, and the real secret to the Republicans' success was simply saying "Clinton sucks".)
