Trump had already authorized troop deployment. Pelosi doesn’t cut the orders but she sure has the authority to request.

And no, Trump had not "already authorized troop deployment". He'd made an offhand comment that he and his supporters claimed after the fact was an authorization, but the military brass in the room at the time had no way of knowing he intended it as one (probably because he didn't - I doubt if even Trump himself knows for sure about that). It is also a matter of public record that Trump spent hours watching the insurrection on TV and cheering them on, before telling them only with visible reluctance to go home.

“WASHINGTON - Today, Committee on House Administration's Subcommittee on Oversight Chairman Barry Loudermilk (GA-11) released a transcribed interview the January 6 Select Committee conducted with President Trump's former White House Deputy Chief of Staff Anthony Ornato, which shows President Donald Trump pushed for 10,000 National Guard troops to protect the nation’s capital.

The interview also shows White House frustration with slow deployment of assistance. The Select Committee conducted this interview in January of 2022, but never released it.
