I think that may be a toss-up with Camden, NJ. Camden has a horrendous crime rate.

NJ and taxes does not surprise me. My parents are looking to move in a year or so after my dad retires because they simply can't afford it. My taxes are about half of theirs, depending on the tax in question, I think. It has always amused me that for all of the jokes about NJ, it is an expensive place to live.
