Congress Enacts ‘‘Internet Safety and Child Protection Act of 2005’’
After having lost most of the major legal challenges on appeal brought against recent laws to prevent Child Pornography, today the long stalled Senate Bill S.1507 was reconciled with the House Bill as amended and was enacted by the Congress.

When asked, President Bush said “You betcha, I will sign this one into law”.

Some of the features of the Internet Safety and Child Protection Act of 2005 as enacted;

The Excise tax on all pornography offered for sale in Internet, video, DVD and paper published media was reduced and set at 18%.

The collection of the new tax will be at the point of sale with retail stores remitting monthly to the United States Treasury and Internet Sellers’ billing ( credit card processors ) agents remitting on behalf of their clients on the same monthly schedule. This was changed from the original Senate Bill in the version passed in the House.

VisaUSA issued a statement that it would no longer accept any adult transactions citing the cost of complying with the new tax to be prohibitive. MasterCard International and other credit card processors offered no immediate comment.

The Internet Safety and Child Protection Act of 2005 provides that part of the tax proceeds be used to establish;

Department of Justice Cyber Tip Line.

Research and Development Grants

Also each State shall receive funding amounting to $1 for every resident, with a minimum of $1,000,000 for each State.

The reconciled bill calls for 50% of the new tax revenue of about $1 billion to be used for general deficit reduction purposes.

We interviewed Senator Stabuindabac and she said “This bill that I co-sponsored will tax the horrible abuse of our young people by evil pornography and help the addicted pornography consumer quit their habit by making it a greater financial burden to masturbate to this nasty product that has been proven to cause child abuse and child rape. It is a good day for the families of America and their children.”

Senator Brownbutt said “I am sure that the states will make good use of this money to educate the public about the evil of pornography. Making pornography more expensive is a good idea. If people can not afford pornography perverts will go back to peeping in the neighbor lady’s bedroom window and masturbating in the street where we can arrest, prosecute and convict them. This will benefit society at large and the new tax revenue can be used to build detention facilities for these perverts.”

A spokeswoman for the Freedom of Speech Coalition had the following statement;

“We will see you idiots in Federal court, again. We will be filing suit in 72 hours and will seek an immediate Temporary Restraining Order pending further action.”

Telephone communications are subject to an excise tax - look at your phone bill. Verbal communication is plainly free speech. A tax does not preclude anything it just makes it more expensive and the Congress is expressly empowered to enact excise taxes in the US Constitution.

One of the “sleeper” clauses in this bill is the verification scheme that may attempt to use the voter registration rolls as the age verification schema to avoid the pitfall of credit card verification that the Supreme Court held unconstitutional in the COPA law and in Reno v. ACLU commonly known as the American Library Association case.

I would also point out that this proposed legislation allows for the transfer of tax revenue to private grant organizations that have anti-porn agendas ( read “the church” ).

Sure the states will make good use of this money, they will put it where it always goes making the rich richer, and the poor pooer. Are they going to use the money here in our Country to help our homeless, sick and hungry children? Their are people in Florida still living in tents, mobile homes and motels from the Hurricane attacks on Florida last year. If they did put it to good use to help our needy I am all for it.

I just just thinking as I read your post EW....Ohio would go out a buy more worthless coins ....LOL...and lose all the money state workers pension as they all ready have...How dumb can they get...well the Republican party made out well on that deal...it went to the national fund...screw the state workers...ghee what they do with it anyway...maybe buy food, gas or clothes...

Sorry getting off my soap box...no one can show what this administration has done right.
