I have no clue how it all works because I don't do any of it, but I thought you could only vote once from each IP, at least as anon, but some people said there's ways around that.
The up voting isn't as effective because it seems a one bomb does more damage than a five helps. I do think they're swept less than the bombs though. That can easily be seen in the way contest winning stories are now routinely in the 4.9's which with no offense meant to any authors is too much. The sweeps are having way too much impact on contests the last couple years and that's what the people with agendas count on now.
This is my impression as well. Contest stories seem to be scored way too high -- higher than non-contest stories of similar quality. I think it's the result of a relatively small voting window (especially if people submit stories late in the window, which some have suggested they do to get a higher score), and the seeming randomness of down-voting, up-voting, and sweeps.
I had a story in the Valentines' contest at under 4.3 -- with a high vote total, mind you -- that jumped all the way up to something like 4.82 after the sweeps, and it still was nowhere near a winner. Since then it's fallen back to around 4.72, which is probably around where it would have been outside a contest.
I am amazed that people care so much. I feel glad for the winners, and I'm happy to see them get the recognition for their work, but, really, anybody trying to manipulate results in a Lit contest has a serious problem with keeping perspective.
